The Eagle Pass Independent School District Board of Trustees on Jan. 13 approved hiring to fill personnel vacancies and unanimously approved the hiring of Daniel Flores as Eagle Pass High School head girls basketball coach.
Trustee Tom Gonzalez moved to approve a request to hire personnel to fill vacancies "pursuant to TGC 551.074," and Trustee Morris Lipson seconded. The board chair called for the vote and the motion passed unanimously.
The nut graf: The board acted on routine personnel appointments in open session after a closed-session meeting; the board also recorded that it would not take formal action on several pending level-3 grievances, allowing board policy to govern next steps.
On a separate motion, Trustee Victor E. Perry moved to approve "the hiring of Daniel Flores, a professional employee to serve as EPHS head girls basketball coach, subject to possible future reassignment by the superintendent." The motion was seconded by Trustee Christopher Hiller and passed unanimously.
The board also considered several level-3 grievance appeals. For the level-3 grievance appeal of Roberto Maldonado, the board recorded there was no motion and stated the matter "falls back on level 2." Board staff cited board policy DGBA (local) and the Texas Government Code, explaining that if the board does not issue a decision by the end of the next regularly scheduled board meeting, the lack of a response upholds the administrative (level-2) decision. The board similarly recorded no motions on the level-3 appeals filed by Juan Ruiz and Rogelio Cavazos; those matters likewise will default to the level-2 administrative ruling under DGBA (local). The board noted a separate appeal by George Riojas was tabled because the appellant was not present.
Ending: The board adjourned after approving personnel actions; the grievances noted will proceed according to the procedures in DGBA (local) unless the board provides written or oral notice of a different decision by the end of the next regularly scheduled meeting.
Votes at a glance: The board recorded unanimous approval for the personnel-hiring motion and for the hiring of Daniel Flores; no recorded board votes were taken on the named level-3 grievances, and one grievance was tabled for lack of presence.
