House panel approves amendment to HB 1098 tightening North Dakota scholarship course list

Committee members asked about a fiscal note. Jim Uphren explained the original fiscal note reflected the bill before amendment and estimated that, under the earlier version, the program cost would increase over time as more students qualified; he said a previously calculated figure of roughly $94,945 was noted in the file for a later biennium. Uphren told the committee that with the amendment the projected additional students qualifying would fall from roughly nine to about three and that the fiscal impact would be proportionally lower. He said the university system produces finalized fiscal notes once amendments are formally filed.
After discussion, Representative Jonas moved to approve the amendment; Representative Agar seconded. The committee adopted the amendment by roll call (14-0). The committee then moved to approve House Bill 1098 as amended; the motion was seconded and the committee recorded a do-pass recommendation and named Representative Jonas as the bill carrier to the floor.
The committee record shows the amendment passed unanimously and the amended bill was forwarded with a do-pass recommendation.
