Goochland supervisors adopt 2025 Code of Ethics, updated rules of procedure and meeting schedule

The Goochland County Board of Supervisors on Jan. 21 adopted its 2025 Code of Ethics and Standards of Conduct, approved amendments to the board’s Rules of Procedure and set the board’s 2025 meeting schedule.
County staff member Ms. McGee told the board the Code of Ethics “has not changed from the way that the Board adopted it in 2024” and presented it for readoption. The board adopted the resolution without amendment.
Separately, staff presented a package of clarifying changes to the Rules of Procedure. Ms. McGee said the changes were driven by two practical issues observed in recent meetings: (1) clarifying use of the board’s reserve date and procedures for canceling or moving regular meetings — an issue that arose after the Jan. 7 meeting was rescheduled for Jan. 21 because of inclement weather — and (2) updating the rules on electronic participation to reflect state General Assembly changes that add additional justifications for remote participation, including caregiving for a disabled family member.
Ms. McGee also proposed procedural clarifications for tie votes and added a motion-to-reconsider (drawn from Robert’s Rules) so the board has an option to revisit an item within the same meeting instead of immediately defeating a matter on a tie vote. Finally, the rules now include an operational requirement that presentation materials (PowerPoint, audio, video) intended for public hearings or the citizen comment period be submitted to the deputy clerk by noon on the last business day before the meeting so materials can be preloaded and preserved in the record.
The board discussed the changes and approved the revised Rules of Procedure by roll-call vote. The meeting schedule for 2025 was adopted later in the organizational business.
No substantive policy changes to the ethics document were recorded; staff noted an existing employee code of ethics remains in the county’s HR manual and that the board’s code applies to appointed board members and volunteers appointed by the board.
Adoption of these administrative documents completes the board’s organizational housekeeping for 2025 and clarifies procedures for electronic participation, tie votes and submission of presentation materials for meetings.
