COPTA receives structural assessment: four garages show no structural deficiencies, prioritized repairs recommended

The board received a structural parking garage assessment Jan. 22 that examined COPTA’s four garages — Sheridan Walker, Arch District, Century Center and Convention Center. Jesse summarized the report by Kirkpatrick Forrest and Curtis Engineering and told trustees the assessment categorized repair needs into three priority levels and found no structural deficiencies.
Jesse said priority 1 items are structural concerns (beams, decks, staircases, fireproofing and corrosion) that would be addressed first; priority 2 covers structural maintenance such as traffic coatings, joint sealants and painting; priority 3 covers nonstructural items such as exterior paint and flashing repairs. He noted that Sheridan Walker garage, about 40 years old, compared favorably to national averages for structural integrity.
Trustees discussed procurement practice questions about whether the assessment firm should be allowed to bid on subsequent repair work. Staff said they would check procurement policy; because the assessment firm is an engineering firm (not a contractor), staff anticipated the firm would participate in inspections and oversight but not perform the repair work itself. Staff said an RFP to perform prioritized repairs is expected to be presented to the board in February. The motion to receive the report passed by electronic vote.
