Representative Pickert moved to reopen the budget to reconsider the proviso; Representative Hubert seconded that motion.
Representative Turk offered a substitute motion to keep the proviso at $2,000,000 (maintaining the prior funding level) and to refer the matter to Appropriations for more detailed review. Turk said the substitute would "keep it as is" and move the discussion to the more appropriate committee. Representative Van Houten seconded the substitute. Representative Mohabbasen sought clarification whether the substitute meant $2,000,000 for multiple years; Turk responded that the proposal was to keep it at $2,000,000 for the upcoming year(s) as previously authorized.
The committee voted on the substitute motion; the substitute passed. The chair noted there would be no roll call of individual aye/nay tallies recorded for that vote. After that, Representative Turk moved, and Representative Pickert seconded, a motion to recommend the overall budget package for 2025-26 be forwarded to Appropriations; that motion also passed.
