Deer Park council approves sewer-model update, easement vacation, airport management amendment and resolution update

The Deer Park City Council on Wednesday approved a package of infrastructure and planning items, including a citywide sewer-model update, the abandonment of a legacy utility easement tied to the Shamrock Glen Phase 6 development, and an increase to the city's airport management agreement. The council also adopted a resolution that adds a solar-panel review to city processes.

The most significant technical item was approval of task order 2025-02 with JUB Engineering to update the city's sewer model and bring the 2017 system plan up to current mapping and flow conditions. Clint Jewery, identified on the roll call as city staff, said the update will "bring everything from 2017 up to speed to 2024" and will identify areas that may be inadequate as growth increases. "We're gonna be looking at trying to identify areas that are maybe inadequate ... to make sure that it can handle increased flows," Jewery said.

The council approved the task order on a motion and recorded the motion as carried.

Council members also approved the abandonment of a utility easement connected with Shamrock Glen Phase 6 (file LP2018-1). According to presentation remarks, the easement covered an earlier alignment of Country Club Drive and has been superseded by a realigned right-of-way; the abandonment is being coordinated with a related plat for Mountain View Meadows. Daniel Artilson, listed in the meeting record, described the easement as having been installed along the original alignment and said developers will dedicate the new right-of-way in exchange for the easement vacation.

The council approved Amendment No. 7 to the Deer Park Multiple Airport Management Agreement with Schultz's Aviation LLC. Daryl Schultz, the airport manager and a contractor to the city, described staffing and operating costs at the airport and said he pays his help from the management fee. "I'm technically the only full time, and I've got 4 actually, 5 part time people," Schultz said, explaining labor needs during mowing and plowing seasons. The amendment increases the contract fee; the meeting transcript records the increase as $1,000. The council voted to adopt the amendment.

Council members moved and passed Resolution 2025-1(g), an update that, according to staff, adds a solar-panel review requirement. Councilmember Jason Upchurch asked that the minutes reflect he voted no on the resolution.

The consent agenda also carried approvals for Mountain View Meadows Phase 2 (file LP2022.1) and the Shamrock Glen Phase 6 plat (file LP2018-1).
