Committee directs counsel to negotiate development deal for 200 North County after debate over $1.7 million in incentives

Waukegan aldermen voted in committee to direct Corporation Counsel to negotiate a development and incentive agreement with the Waukegan Community Development Partnership for redevelopment of 200 North County and related downtown properties.

The deal under consideration would offer a package of city incentives the presenters described as totaling $1,725,000. Staff outlined a proposed split of $900,000 in up‑front funding (to be paid at closing and later reimbursed from TIF 8), plus $825,000 payable over the life of the TIF, a waiver of building‑permit and inspection fees (estimated about $42,000 based on construction costs) and 19 free parking spaces in the 216 North County garage for up to 30 years. Staff also said the proposal would require extending Tax Increment Financing District 8 from the current 14‑year term to 26 years so more increment could be used to repay incentives.
