The consolidated plan is a HUD prerequisite that sets community priorities for Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds over five years and establishes the one‑year budgeted uses covered in the annual action plan.
Why it matters: The consolidated plan frames how Lakewood may use federal HUD funds for housing, infrastructure and public‑service projects. It also collects data and strategies that cities use when competing for larger, competitive HUD grants.
