Board reviews draft artifacts policy; members raise alarm over Sutton Hall's future

The Historic Preservation Board on Jan. 22 discussed a draft artifacts collection policy intended to catalog and care for items of local historic value, and several members raised alarms about Sutton Hall, a landmark building on Florida College property that may face demolition.
Draft policy details A board member who led the policy review said the draft designates a city curator as custodian, requires a donation agreement for accepted items, and calls for a database to track provenance, location and donation terms. The draft includes procedures to deaccession items and contemplates short-term displays in public library cases while the city secures longer-term storage.
Mayor frames the need for a policy Mayor (City of Temple Terrace) said the policy is intended to give donors confidence that items entrusted to the city will be cataloged and preserved under clear custody procedures: “If you give stuff to the Tampa History Museum, you're assured that it's gonna remain in the Tampa History Museum. But we don't have that, and there's no reason that we can't…we're one policy away from being able to assure the public.”
Sutton Hall and salvage options Board members discussed limits to what the city can accept now (staff said space constraints mean the program will initially focus on small objects, photographs and paperwork) and how to handle architectural salvage. Staff noted the historic-preservation ordinance includes a three-month demolition-review hold that creates an opportunity to pursue salvage when a designated property is proposed for demolition. A contractor and local preservationist in the audience urged exploring salvage before demolition and suggested the board press Florida College to preserve or repurpose original elements.
Digital preservation and external partnerships Florida College representatives have discussed digital-recording options with the city, and board members said lidar and detailed photography could at least preserve Sutton Hall’s form if physical salvage is not possible. One board member said they had submitted Sutton Hall to the Florida Trust for Historic Preservation’s “Florida’s 11 to Save” list for 2025 and encouraged community nominations.
Outreach and next steps Staff asked board members to help identify potential artifact holders in the community and to pass names of persons or estates to staff for follow-up. The mayor and board members said they would pursue conversations with Florida College and other custodians, and staff will continue drafting the artifacts policy and exploring short-term storage and display options.
