The commission scheduled a public hearing on an ordinance to rezone a parcel at 850 River Valley from R-2 to R-3 and discussed stormwater and infrastructure concerns raised by nearby residents and planning staff.
Planning staff said the regional planning authority (GNRC) allows up to 14 units on the parcel if rezoned to R-3; the applicants told staff they plan 10 units similar to a nearby development at 860 River Valley Road. Planning staff said applicants must demonstrate water, sewer and stormwater infrastructure and conduct an efficiency study before planning will approve site plans.
The commission also reviewed a request to rezone a 1.91-acre lot on Sleepy Hollow from A-1 to R-1. Planning staff said the lot does not meet the acreage threshold for agricultural zoning and would be a nonconforming lot unless rezoned.
On a separate ordinance, the commission held a first reading of a proposed blasting-permit ordinance that would set a $100 permit fee and require submission of project and contractor information so county staff can share details with emergency departments. Commissioners and a subcommittee reviewed the draft against state requirements; one commissioner asked about notifying neighboring property owners, and the subcommittee said state rules already require blasting signage posted by contractors.
All rezonings and the blasting ordinance remain in the review process; the transcript records hearings and committee review but no final votes in the work session record.
