Clay County amends contract with SRF Consulting for shoreland portion of land development ordinance update

The Clay County Board of Commissioners voted Jan. 21 to approve Contract Amendment No. 1 with SRF Consulting for updates to the county’s Land Development and Subdivision Ordinance, specifically to fund work on the shoreland ordinance portion.
Matt Jacobson, Planning and Zoning Director, told the board the ordinance update is mostly drafted and that the planning commission has reviewed earlier chapters and will continue review of later chapters at its January meeting. Jacobson said the state’s DNR must review the shoreland ordinance, which can involve back‑and‑forth revisions to ensure state shoreland rules are met. He said the county typically receives about $29,100 in Natural Resource Block Grant funding for shoreland activities; this cycle the grant allocation increased and the county expects roughly $8,400 over two years to assist the shoreland update.
Jacobson requested using part of that funding to pay SRF Consulting an additional $2,988 to support shoreland ordinance review and DNR coordination. Commissioner Bair moved to approve the contract amendment; Commissioner Kranft seconded and the motion carried by voice vote.
Jacobson said planning commission review of chapters 1–4 is complete and that chapters 5–8 are scheduled for review at its next meeting; he suggested the board consider a work session to review redline changes and tables summarizing key modifications. The board discussed scheduling and indicated interest in a future work session to review the draft ordinance in more detail.
