County approves replacement and backfill for eligibility worker after staff death

The Clay County Board of Commissioners approved replacing an eligibility worker position in the Financial Services Division following the recent death of employee Ginny Swanson.
Quinn, Social Services Director, opened the item with a brief tribute to Swanson and said the position — responsible for determining eligibility and managing a caseload for health‑care programs — cannot be absorbed by existing staff without affecting service delivery and compliance with state and federal mandates. Quinn said the incumbent had been at grade 14, step 8, and that a replacement would be hired at grade 14, step 1, with the position generating approximately half of its salary in Federal Financial Participation. Quinn presented an anticipated 2025 budget savings of $31,407 under the proposed internal staffing changes and requested approval to replace the position and allow backfill.
Commissioner Ebinger moved to approve the replacement and backfill; Commissioner Bair seconded and the motion carried by oral vote. Board members offered condolences to Swanson’s family and staff.
