Board approves STBG application for Casa 3 mill overlay (Casa 18 to Casa 22)

The Clay County Board of Commissioners approved applying for Surface Transportation Block Grant (STBG) funds through Metro COG for a mill overlay on Casa 3 from Casa 18 to Casa 22.
Highway Engineer Justin Sorum described how Metro COG’s new Transportation Management Area (TMA) classification changes the application process and gives counties and cities outside Moorhead additional opportunity to compete for federal funds. He said this project was prioritized through coordination with Metro COG and regional partners; if it meets technical requirements and is approved by Metro COG’s Technical and Transportation Committee (TTC) and policy board, the project would receive funding for fiscal year 2027 (or 2028 depending on scheduling).
Commissioners asked about timing and project eligibility under the TMA rules; Justin and other staff said Metro COG is working through the new requirements. Commissioner Kranoff moved to submit the STBG application for the Casa 3 mill overlay; Commissioner Baer seconded and the board approved the motion by oral vote.
Board members said the TMA designation increases opportunities for the county to obtain federal funding for local pavement projects.
