Clay County approves application for Surface Transportation Block Grant funds for mill overlay projects

The Clay County Board of Commissioners voted Jan. 21 to authorize staff to apply for Surface Transportation Block Grant (STBG) funding for a mill‑and‑overlay project, making the project eligible for federal funds if it meets regional prioritization and approval.
Highway Engineer Justin Sorum said the county’s application is subject to prioritization by Metro COG’s Technical Transportation Committee and policy board; if approved by those bodies the project would receive federal funding. He said projects identified under the new TMA classification have different requirements and Metro COG is still working through those rules.
Commissioner Ray asked when funding would be spent; Sorum said the project would be scheduled for fiscal year 2027 or 2028. Commissioner Commonwealth asked whether the TMA classification increased the county’s opportunities; Sorum said the change broadens eligibility and creates new opportunities that previously had gone through another program.
Commissioner Kravanoff moved to approve submitting the STBG application for a mill overlay on ‘Casa 3’ and from ‘Casa 18’ to ‘Casa 22’ (as listed on the agenda); Commissioner Bair seconded and the motion carried by voice vote. The board did not vote on any contract award — the action was to authorize the application. Staff said they will continue to monitor Metro COG guidance and report back to the board on prioritization and any required local matches.
