The House Courts and Criminal Code Committee on Wednesday announced a new internal deadline asking members to submit proposed amendments by 11 a.m. on the Monday before a Wednesday meeting so the committee and the public can see changes before debate.
Chair Rep. Wendy McNamara said the change aims to reduce last-minute, on-the-fly amendments and give members “context to what may or may not be amended.” She told members the goal is to deliver amendments roughly 24–25 hours before the meeting so attendees and the public can review them.
The change applies to committee members and to witnesses who file amendments, McNamara said during opening remarks. She asked members to ensure microphones are on when speaking and reminded witnesses to confirm their audio during testimony.
No formal vote was required to announce the new internal practice; McNamara framed it as a procedural improvement for the committee’s workflow and said staff will try to circulate next week’s bills to members by Friday.
Committee members largely proceeded to introductions and the posted agenda after the procedural remarks. The procedural change will next be reflected in staff guidance and amendment circulation if implemented as described.
The committee adjourned after taking up scheduled bills and said it will return the following week.
