JFAC delays budget setting after CEC and health insurance benefit issues; four agencies rescheduled

The Joint Finance‑Appropriations Committee announced Tuesday that it will delay setting several agency budgets after members failed to reach agreement on a CEC recommendation and a related health insurance benefit issue.
Madam Chair Horman said the delay will push some agencies’ presentations to Friday. "The Department of Agriculture, the Military Division, the Veterans Division and the Public Utilities Commission have all agreed to accelerate their budget presentations until this Friday," she said, adding that the committee cannot set those budgets until the two issues are resolved.
The announcement came at the start of JFAC’s Jan. 21 meeting and affected the committee’s immediate agenda. Committee staff said the agencies named will present on the revised schedule; no votes or final budget actions were taken at the meeting.
The delay leaves those agencies’ FY2026 appropriations pending until the committee reaches consensus on the CEC recommendation and the health insurance benefit matter. JFAC co‑chairs and staff did not set a new final deadline during the meeting.
The Millennium Fund Committee report expected on the agenda was also not available and will be added to a future meeting once the committee convenes and produces its report.
Minutes show the committee adjourned with plans to reconvene the next morning at 8 a.m.
