The Joint Finance‑Appropriations Committee spent an extended hearing on Jan. 15 reviewing multiple agencies’ replacement‑item requests, ranging from vehicles to critical information‑technology systems.
Idaho Public Television (IPTV) presented two replacement requests: $42,400 (one time) to replace a heavy‑duty truck used to access mountaintop sites in North Idaho and a $300,000 one‑time request recommended by the governor for replacement of end‑of‑life network/automation equipment used to record, route and play statewide content and maintain emergency‑broadcast functions. General Manager Jeff Tucker said the truck request is below the state’s replacement manual figure and acknowledged the agency would pursue auction proceeds from any vehicle replaced; on the $300,000 network item he said the equipment is a tightly integrated, proprietary automation system of Windows servers, routers, switchers and other broadcast control equipment and that some components are no longer patchable. Tucker told the committee IPTV can provide a plan and itemized list upon request.
State Brand Inspection asked for $289,200 from the State Brand Board Fund to replace six vehicles (four Ford F‑150s and two Dodge Rams in the budget narrative) and $7,200 for two laptops and two tablets. Analyst Noah Peterson said the replaced vehicles average about 188,000 miles and were purchased between 2013 and 2019.
The Soil and Water Conservation Commission requested $40,500 to replace a light‑duty pickup that was purchased in 2006 and had approximately 84,000 miles at time of submission. The commission is housed under the Department of Agriculture and works with 50 conservation districts.
Other replacement requests reviewed included: a $9,900 package for the STEM Action Center (laptops, router, switch and wireless access point); the Commission for the Blind and Visually Impaired’s $28,900 IT replacement request (desktops, laptops, routers, switch and wireless points); and the Idaho State Lottery’s $176,700 dedicated‑fund request for server, desktop and two iMac workstations (the lottery cited iMacs for enhanced monitors and design work in marketing). The office of the lieutenant governor also sought $32,600 one time to replace five network switches.
Committee members pressed IPTV for an itemized plan for the $300,000 network request and questioned whether vehicle replacement caps in the state budget manual reflect current market prices. Analysts noted the Department of Administration and procurement set standard replacement price categories and that the committee retains discretion to adjust caps or funding when necessary. Several presenters said they would provide additional details or plans to committee staff following the hearing.
No formal votes were taken on these requests during the hearing; the items will be considered during subsequent budget‑setting sessions.
