The Joint Finance and Appropriations Committee accepted technical corrections to the committee's CEC recommendation letter by unanimous consent on Jan. 13, after Legislative Services staff clarified language about employee pay recommendations.
The clarification came after a brief presentation from Frances Lippitt, budget and policy analyst with Legislative Services, who told the committee, “the committee's recommendation was to fund a salary increase for state employees of a dollar 55 per hour per FTP.” Lippitt also said the committee had intended that a 4.5% market-based increase for IT and engineering employees be treated “in addition to that dollar 55 per hour per FTP.”
Why it matters: The corrected language aligns the letter with the motion that passed the committee last week and ensures the committee's formal recommendation reflects the committee's intent on employee compensation. The committee chair asked for unanimous consent to accept the corrected letter; no objections were raised and the change was ordered.
Earlier in the morning the committee also received a brief summary from the Department of Finance and Management on the governor's revised budget submission. Ms. Wolf (DFM) told members that the total revision amount submitted was “about 920,000,” and outlined four items: a $45,000 correction to SWICAP billing for the Legislative Services Office, an $870,000 adjustment to the Idaho Digital Learning Academy calculation, a $5,000 personnel correction at the Department of Health and Welfare, and a technical zero-dollar correction related to Idaho State University's endowment fund adjustment.
Both the CEC letter correction and the governor's technical revisions are procedural steps in preparing the committee's program maintenance and enhancement bills. The committee chair said the corrected CEC letter would be adopted and thanked Lippitt for catching the drafting issues.
No further formal votes were recorded on either the governor's revision memo or the corrected CEC letter beyond the unanimous consent to adopt the technical changes.
