Simpson County Fiscal Court adopts speed-limit ordinance, approves transfers, claims and enters executive session

Ordinance 530.63: The court gave second reading and final passage to Ordinance No. 530.63, which sets a 25 mph speed limit on Purdue Road and a 45 mph speed limit on Gallatin Russellville Road. Myra moved the ordinance and Scott seconded. The court conducted a roll call in which the following members recorded “yes”: Thurman, Austin, Burke, Chandler and Barnes. The roll call completed and the ordinance passed on final reading.
Cash transfer to jail fund: The court authorized a cash transfer of $151,244 from the general fund to the jail fund as a safeguard for payroll if expected revenue (“class A”) did not arrive in time. Marty moved the transfer; Jeffrey seconded. Officials said they had received an email indicating the class A payment should arrive this week and that the transfer would be used only if necessary.
Budget transfers and claims: The court approved budget transfers as submitted (motion by Scott; second by Myron) and approved bills and claims as presented, including payroll (motion by Jeffrey; second by Scott). All motions carried on voice votes with no recorded opposition at the time of the meeting.
Minutes correction: The court approved corrected minutes for its January 7 meeting after amending the minutes to show the correct mover and seconder for a claims motion; the amendment was moved by Jeffrey and seconded by Marty and approved.
Executive session: The court voted to enter executive session pursuant to KRS 61.810, paragraph (c), to discuss pending or proposed litigation. Marty moved and Scott seconded the motion to go into executive session; the motion carried on a voice vote.
Ending: Several routine reports followed the votes and the court proceeded to executive session as announced.
