Committee approves temporary liquor license for Kicking Up 5K at Mount St. Mary’s Park

The Saint Charles City Government Operations Committee on Jan. 21 approved a Class E1 temporary liquor license and a sound-amplification permit for a new event called Kicking Up 5K at Mount St. Mary’s Park on April 5.

Deputy Chief Majewski told the committee the event, sponsored by the Zellmer Wellness Foundation (a 501(c)(3)), will be 21-and-over and that a beer tent will be set up after the race with a police officer present. Organizers estimate about 200 to 250 participants. "This event starts at 10 AM to 1 PM," Majewski said when a committee member asked to confirm hours.

The committee discussed noise and event format. A committee member who identified themself as Brian asked whether the event’s schedule could produce excessive noise; Majewski and the organizer clarified that alcohol would not be served on the course and that the beer tent would open after the event, around 1 p.m. Majewski said police will marshal the course, running along Geneva Road into Wheeler Park and back to the beer tent area.

Motion to approve the permits was made by Vanguard and seconded by Lencioni; the motion carried on a voice vote.

The organizer listed in staff materials as Mary Zellmer was present to answer questions. Committee members did not request additional conditions beyond the standard police presence and sound-amplification rules.

The approval follows a unanimous recommendation from the Local Liquor Commission earlier the same evening.

The committee moved on to other agenda items after the vote.
