City reallocates funds and awards bid to resurface community center parking lot
Summary
Lawrenceburg officials agreed to take parking-lot reseal and re-striping costs from the street improvements line because the work lacked a contract under the original project. The council awarded the resurfacing quote to Bears Paving for $11,500 (not to exceed) after reviewing three quotes.

The Lawrenceburg Board of Works and city staff on Jan. 21, 2025 discussed and approved the resurfacing, resealing and re-striping of the community center parking lot and took multiple procurement actions to proceed with the work.
Officials said the parking work was originally included in a larger project budget but had not been under contract, so the city cannot charge it to the project’s encumbrance. As a result, staff will take the cost from the street improvements line and later return any leftover project funds to the originating account when available.
The city reviewed three quotes for the work: Bears Paving at $11,500 (recommended as the lowest), Dave O’Meara at $11,875 and All Star Paving at $18,536. Board members discussed that All Star Paving listed a veteran-business certification (VEB) on its submission; staff said that appeared to be an individual certification. The board voted to accept Bears Paving’s quote “not to exceed $11,500.” The motion carried by voice vote.
Board members also discussed timing for the work; staff said it would be a spring project and that crews can phase the work if necessary to avoid conflicts with baseball use of the facility. No schedule or contract start date was recorded in the transcript.
The board instructed staff to proceed under the street improvements line and to reconcile the project accounting when the original project funds are available to return any remaining balance.
