Board members said Atlas presents the agreement annually so the city knows the scope and anticipated costs before using the firm’s services. Board members also observed the agreement contains no fixed-fee encumbrance and that Atlas’ rates have increased compared with prior versions.
The board approved the agreement by voice vote after a short discussion; no amendments were proposed during the meeting.
