Shawnee Airport Authority approves ODAA agent agreement and design task orders; letter of clarification deferred

Shawnee — The Shawnee Airport Authority and the City Commission took several actions on Jan. 20 to move forward with airport recovery and capital improvements after the April 2023 storm.
The Authority approved an agent agreement authorizing the Oklahoma Department of Aerospace and Aeronautics (ODAA) to act on the Shawnee Airport Authority’s (SAA) behalf to advance design work and to front initial funding so projects could begin more quickly (motion carried 7-0). Staff said ODAAs role would allow the state to provide initial cash flow for hiring engineering designers rather than the SAA paying upfront and seeking reimbursement.
Separately, the Authority approved three intergovernmental agreements for design services for: construction of a taxi lane to support replacement T-hangars, construction of two new 10-unit T-hangar buildings (20 total units), and a taxi lane for future hangar development. Bonnie Wilson, airport manager, said the agreements cover design-phase work and that construction-phase matches and funding will be addressed later; the packet showed state funding and a local matching share but figures in the meeting transcript appear inconsistent and were not clarified in public comment.
A proposed "letter of clarification" — prepared after outside counsels review to limit certain authority the state form agreement would otherwise grant — was discussed at length. Airport staff said the letter was intended to preserve compliance with other federal agency requirements, including FEMA. The Oklahoma Department of Aerospace and Aeronautics reportedly raised concerns about some language in the letter. The Authority voted to defer the letter for additional edits and negotiation (motion to defer carried 6-1).
The Authority also authorized ODAA to procure professional design services for the three design task orders (motion carried 7-0). Airport officials said the design phase will make the projects eligible for future FAA and FEMA reimbursements if appropriate. No construction contracts were approved at the meeting.
