CONCORD — The committee heard House Bill 265, introduced by Representative Caitlin Cautob, which would require minutes of public meetings to indicate the meeting start and end times and to carry the name and signature of the person who prepared the minutes.
Rep. Cautob told the committee that the change addresses instances in which the authenticity of minutes has been questioned and would make it easier to certify minutes as evidence in court. Laurie Ortolano of Right to Know New Hampshire said the measure is straightforward and helpful for citizens and court use, especially in smaller appointed boards where minutes can be brief and meetings are not televised.
Witnesses from both municipalities and transparency groups testified in support; the committee did not take a vote and asked that written testimony be submitted for the record.
