The Village of Mount Pleasant Plan Commission approved a certified survey map Wednesday to divide a 0.38-acre parcel at 1625 Derby Avenue into two RL2 lots, authorizing construction of a new duplex on the newly created lot subject to conditions in the staff report.
Planning staff described the property as an existing nonconforming triple lot from a 1959 subdivision plat; division will create Lot 1 at 8,026 square feet (existing home) and Lot 2 at 8,638 square feet (new duplex site). Staff recommended sidewalks be added along Sheridan Road and Durie Avenue frontages and recommended limiting driveway access to Derby Avenue "to keep a safe distance from the intersection," the staff report said.
Staff noted the CSM complies with the comprehensive plan and RL2 zoning after earlier code updates. Sidewalk requirements call for 4- to 6-foot sidewalks with a 1-foot buffer along the property frontage; the subdivision ordinance requires street trees (roughly two to three trees based on 1 tree per 50 feet). Fiscal analysis in the staff report indicated the infill development is a net benefit to village tax revenue compared with the existing configuration.
Property owner Tom Cicchini spoke in favor of the sidewalks, telling the commission he had discussed them with staff and supported adding them: "I think that we need to have more sidewalks in Mount Pleasant," Cicchini said.
The commission approved the certified survey map subject to the conditions in the staff report (conditions 1–4) by voice vote; no roll-call tally was recorded in the transcript.
