Council adopts formal donations and memorial program for benches, picnic tables and plaques

The Corte Madera Town Council on Jan. 21 approved a formal Parks and Recreation donations and memorial program establishing an application process, standard bench and plaque specifications, and a 10‑year maintenance commitment for donated items.

Parks and Recreation Director Tim Berry told the council the program formalizes how the town accepts tax‑deductible donations for benches, picnic tables and memorial plaques, and places donated funds into a dedicated account to pay for purchase and installation. The draft policy sets standard plaque wording at up to three lines and roughly 30 words, identifies site‑selection steps with Public Works, and lists typical cost estimates: a plaque-only replacement at about $500; a standard replacement bench package at roughly $3,000; and a full new bench installation (prepped and installed) at about $6,000.

Berry said the town will absorb maintenance for the first 10 years and return to the donor if a replacement is needed after that period. He said the Park and Rec Commission suggested standardizing the process after years of ad hoc approvals.

Town Attorney Amy Ackerman clarified that donors make tax‑deductible contributions to the town; donors do not purchase town property directly. Council members asked about keeping cost estimates current; Berry recommended folding cost updates into the annual master fee schedule review so the estimates remain aligned with vendor pricing.

After public comment in support, the council voted 5–0 to adopt the program. Council members voting yes were Council member Andrews; Council member Beckman; Council member Cacisa; Vice Mayor Thomas; and Mayor O'Vazio.

Planning staff and Public Works will publish an application form and work with prospective donors on siting, installation and a schedule for replacement/maintenance.
