Franklin City schedules open house, special meeting on St. Mark's Road water-main project; lateral hookups optional

Franklin City staff briefed the Water Commission on the planned St. Mark's Road transmission main and said they will host an open house for residents on Feb. 3 and a special meeting on Feb. 4 to review bids and make a recommendation to city council.
Staff said the transmission main is intended to provide capacity and redundancy to the southwest quadrant of the city and to improve fire protection and service for adjoining properties. Construction will also coincide with a state road-reconstruction project; staff emphasized that installing the water main now could avoid paying twice for future road repairs if the city waited.
Bids for the project will be opened on the 30th (posted advertisements ran for three weeks). Staff said a bid tabulation — low-to-high bids — will be available the afternoon of the bid-opening and that commissioners will receive the numbers before the Feb. 4 special meeting at 5:15 p.m. Staff also said the engineer's report and preliminary numbers will be available for the Feb. 3 open house; letters asking residents whether they are interested in water service were mailed the same day as the meeting.
Staff explained that the transmission main (the pipe in the road) will be installed regardless of individual property decisions, while a lateral (the pipe from the main to a specific property) is optional and would be a separate decision for property owners. Staff said that if a property owner later chooses to connect, they would pay their portion of the water-service installation; staff described how special assessments are typically spread over multiple years for tax billing and that interest is applied to annual payments. The meeting discussion noted typical assessment amortization over roughly a decade-plus but did not present a final assessment schedule.
Staff said 15 parcels (one speaker initially said 16, then corrected to 15 during discussion) are directly involved in the immediate area, and that there has been strong interest from contractors. The commission will hold the open house to present firm lateral pricing and assessment options before conducting the public hearing and any special-assessment actions required by ordinance.
No preliminary special-assessment resolution had been adopted at the time of the meeting; staff said the hearing and ordinance-level actions will follow after the open house, bid award recommendation and required public-notice steps.
