House Transportation Committee backs drafting letter to correct two budget technicals

The change to the recreational trails transfer was described by Damien Leonard of the Office of Legislative Counsel as a duplicate appropriation: "the $370,000 that was a typo, got inserted into the big bill when it shouldn't have been," and the recommendation was to retain that amount in the Transportation Fund rather than double-transferring it. Leonard said the DMV item is a routine reversion of unspent money: "$2,482.81 reversion from DMV to the general fund." Brynn Herr, identified in the meeting as chief counsel, provided the draft language to staff.
Committee members moved and seconded a motion "to support the 2 recommendations set forth in the draft" and indicated informal assent by voice/raise of hands. The committee chair asked Legislative Counsel to prepare a short letter to Appropriations and return it to the committee before the Thursday deadline identified in the Appropriations chair's letter.
The corrections discussed are narrow and procedural: one corrects a duplicated transfer in the FY25 language and the other returns a small, unspent appropriation from DMV to the general fund for reallocation.
