A senior hearing examiner for the Agency of Transportation described the hearing office’s role in adjudicating DMV and agency appeals and the customer‑service component of that work.
The examiner said the hearing section processed 301 hearing requests last year for DMV matters, approving 256 for hearings and resolving 147 without a hearing. Of the matters accepted for hearing, 109 resulted in written decisions. The office handles license suspensions, medical suspensions, minor alteration hearings and appeals related to DMV actions.
The examiner told the committee many petitioners appear pro se and that a substantial part of the office’s work is helping customers understand their options, for example advising parents of junior operators about court steps or point‑forgiveness options. The section also manages appeals through the administrative process up to the point a matter moves to Superior Court.
Examples offered included purchase/use tax offsets when a vehicle is sold and junior‑operator point suspensions; the examiner said the office also handles fuel tax and access permit matters that may later proceed to the Transportation Board.
Committee members asked how people find the hearing office; the examiner said notices of action and the DMV website provide information and that staff often assist petitioners who are uncertain about next steps.
