Commissioners give ALS a Jan. 6 deadline to submit plan for proposed new building

St. Mary's County commissioners told leaders of the county's ALS (ambulance/advanced life support) organization on Nov. 10 they expect a formal submission on plans for a proposed new building by Jan. 6, 2016, or risk losing the FY2017 design money held as contingent funding in the CIP.
County staff said ALS has been aware of the requirements tied to design dollars and had been working internally on the needed materials. Bob Kelly, a county representative, told commissioners he had been in touch with ALS management and that the organization "is still going through their internal process of putting that information together to present to us; I don't have a date when we're actually going to receive it, but I know that they are working on it." Commissioners asked staff to prepare a formal letter that would set a clear deadline in sync with the county's budget calendar.
Commissioners discussed a procedural approach: staff will ask ALS to present the space and site plan so the county can determine whether the design funds may be released. Commissioners indicated they would remove the design money from the CIP if ALS did not meet the deadline.
Ending: Staff said they would issue a consent/direction letter to ALS that sets the Jan. 6 submission deadline and that the county would expect a formal CIP request tied to that date for consideration in the FY2017 budget package.
