County staff proposed an urbanized counterpart to the rural legacy program to preserve parcels inside the Lexington Park development district and other areas of high land‑use conflict.
The proposal would pair county funds with federal Navy REPI (Readiness and Environmental Protection Integration) monies and other grant match sources to acquire or protect parcels that reduce development pressure and limit encroachment on defense installations. Staff said REPI funds remain available to support such efforts and that a county match could unlock defense‑related conservation funding.
Staff cautioned that some state match programs for land preservation (for example, Rural Legacy) have not announced awards yet for the next fiscal cycle, and that the county’s formal urban legacy program would help bring a coordinated, grant‑ready pipeline of properties to state or federal partners. Commissioners asked staff to refine a program scope and possible funding approach and to include the idea in CIP scoping for the Dec. 17 follow‑up.
No specific parcels or purchases were approved; staff will return with a scoping memo and potential match scenarios.
