Chaptico Park, 3 Notch Trail and parks projects get funding updates; senior center, farmers market increase requests

Recreation and parks staff described a range of projects in the CIP, including Chaptico Park refurbishment and new turf and lights, the ongoing 3 Notch Trail Phase 7, and requests for senior center expansion and the North County Farmers Market.
Parks director Art Shepherd said Chaptico Park projects total roughly $3.42 million and include turf fields, three grass fields with irrigation, and a BMX track; staff expect substantial completion of the Chaptico items within roughly 10 months. Shepherd said lights will be installed on the new turf field and additional ballfields will receive lighting in the spring. Several commissioners praised the park work and asked about grant opportunities and timing; staff said some elements may be eligible for state or federal grants and that timing of grant awards will affect whether the county uses local funds as placeholders.
The 3 Notch Trail Phase 7 includes storm‑water, off‑site geotechnical, retaining walls and potential bridge work. Staff said because the trail now occupies state highway right‑of‑way in places, additional work is required and some of that cost could be covered by grants such as bikeways or Transportation Alternatives funding.
The Northern Senior Activity Center addition request increased by about $700,000 after a parking analysis showed the program needs more parking than code would require. Staff presented options to stage parking construction separate from the building expansion but noted the center’s use and nearby trail access justify expansion planning.
Other notes: The Northern (North) County Farmers Market request rose in the CIP to add equipment and site work; staff said prior state funds had been moved in the package and the county will adjust where necessary.
Directives: staff will return with updated cost estimates and grant opportunities on these recreation projects as part of the Dec. 17 CIP follow‑up, and will identify which portions could be grant‑funded versus county‑funded.
