Commissioners defer sheriff modular buildings to FY15, move school relocatables into FY14

St. Mary's County commissioners directed staff on May 20 to move two proposed modular buildings for the sheriff's Adult Detention Center from the FY2014 column into FY2015 and to transfer a $75,000 Board of Education request for relocatable units from FY2015 into FY2014.
County Chief Financial Officer Missy M. Kramer told the board the modular package is budgeted at $489,000 total, split $256,100 in FY2014 and $233,000 in FY2015, and represents purchase of two units rather than renting one. Commissioners and staff discussed installation and construction costs, the town regulatory approval the county would need, and whether the county's upcoming facilities needs assessment should prioritize detention center administrative space and temporary buildings.
The board heard that the town has expressed concerns about modular units in town limits and that the county's facilities needs assessment might recommend alternatives. Commissioner Todd B. Morgan and other commissioners urged the assessment to prioritize jail administrative and classroom space before committing to permanent county outlays. With those factors in mind — timing/town approval and coordination with the facilities study — commissioners agreed it makes sense to consolidate the two modular units into FY2015 rather than split procurement across two years.
Separately, the Board of Education had requested moving a $75,000 relocateable amount to FY2014. Commissioners asked staff for clarification and then agreed to move that $75,000 into FY2014 so the school relocatable request will be reflected in next week’s rebalanced CIP and budget documents.
The county directed staff to update the CIP and operating-impact pages to show the modular buildings in FY2015 and the Board of Education relocatables in FY2014, and to return with revised schedules before the May 28 budget approval date.
The deliberations included discussion of alternatives (rental vs. purchase), site visibility and town approvals, procurement timing and cash-flow considerations, and how the facility-use study could alter the county’s space plan for detention and sheriff administrative staff. Staff said splitting procurement across two years offered no cash‑flow savings and that it might be simpler to bid both units at once if the board chose to proceed earlier.
