Commissioners direct PayGo transfers to LOSAP, shore up emergency services billing fund

During the March 22, 2022 budget workshop the St. Mary's County Commissioners instructed staff to move PayGo and fund-balance dollars to shore up fire and emergency incentive accounts and to make the Emergency Services Billing Fund whole for FY2023.
Finance staff told the board the county could apply PayGo from the general fund to the LOSAP (Length of Service Award Program) account. Commissioners indicated support for a PayGo transfer of $3,000,000 to LOSAP as part of the balancing plan; that transfer would reduce near-term capital cash but avoid a larger debt issuance. In the same discussion commissioners agreed to transfer $1,192,773 (rounded in discussion to $1.2M) to the Emergency Services Billing Fund to bring that fund to a positive starting balance for FY2023.
Chief Financial Officer Jeanette Cudmore and budget staff presented the adjustments while commissioners debated whether to apply fund balance now or hold items for appeals; the board directed staff to show working papers and to carry the agreed transfers into the public-hearing budget numbers.
Staff said the PayGo and transfers would be reflected in the final budget reconciliation and that any remaining changes identified at appeals would be brought back to the board before final adoption.
