Staff said procurement and construction timing depend on budget cash flows: construction is included in the FY2017 CIP, with cash for construction scheduled to be available on July 1 in the FY2017 budget year. Commissioners were advised that if the design completes early, there is nothing preventing moving immediately to procurement as long as budget authority and cash are available to award construction contracts.
Commissioners also asked for a clearer cash-flow schedule and procurement plan to avoid the situation where design is finished but construction cannot be bid due to fiscal-year timing. Staff agreed to include the project in the updated procurement plan and to ensure the construction solicitation includes reasonable add-alternate language so the board can proceed without delaying other work if funding availability shifts.
