City staff and legal counsel described the administrative and judicial-validation procedures required for this type of bond issuance. Ernesto Gutiérrez of the Office of the Judicial Validation (JOV) said the validation process typically takes six to eight months if unchallenged; City Attorney staff confirmed interested parties may file objections that would extend the timeline.
Staff discussed estimated financing figures: an illustrative series of bonds could total around $80 million; the staff cited market interest assumptions near 4.5 percent and noted a sample bond series estimate included roughly $21 million in debt service and an estimated $19 million annualized debt-service figure over ten years for an $88 million scenario described in staff remarks. Staff cautioned that exact costs and timing depend on market conditions and the timing of approvals.
Council members asked whether the city had used this approach previously and how past issuances were repaid. City staff said the last similar issuance occurred in 2009 and that prior series were paid over 10 years without penalties, though staff said they would confirm specifics.
The council recorded a roll-call vote of 5-0 in favor of the resolution to proceed with the steps described; staff said procedural documents and certification steps would return to council before final approval of any bond issuance.
