Committee adopts CEQA findings and MOA for seven stormwater capture parks in eastern San Fernando Valley

The Energy and Environment Committee on Jan. 21 approved a memorandum of agreement and California Environmental Quality Act (CEQA) determinations to implement seven stormwater capture projects on city‑owned parkland in the eastern San Fernando Valley.
Anthony Nersesian, of LADWP's Watershed Management Group, told the committee the seven projects are intended for groundwater replenishment and will use underground infiltration galleries beneath parks, restored surface park conditions and added recreational amenities. “Those projects will capture about 600,000,000 gallons per year,” Nersesian said; staff also stated the estimate as roughly 1,800 acre‑feet per year.
Jan Green Repstock, environmental affairs officer with the Bureau of Engineering, said LADWP prepared a mitigated negative declaration in 2021 and that the Bureau reviewed the record and prepared a technical memo summarizing 22 mitigation measures the Bureau will implement through design and construction. The item requests the committee recommend city adoption of the IS/MND and the associated Mitigation Monitoring and Reporting Program (MMRP).
Committee members asked about site selection. Staff said the parks were selected based on a cost‑benefit approach: they are adjacent to major stormwater conveyance lines, underlain by porous alluvial soils conducive to infiltration, and were considered shovel‑ready with funding available. The MOA assigns roles among LADWP, the Department of Public Works/Bureau of Engineering and Recreation and Parks for design and construction.
The committee approved the CEQA actions and MOA on a roll call; four members voted yes and one was absent.
