Council debates whether bus-lane camera fees should feed general fund or transportation projects

Council members discussed an experimental program to enforce bus-lane or bus-fraction infractions using camera enforcement and considered how to assign any resulting revenue.

Some council members argued that new revenue should flow into the general fund so decisionmakers can compare it with other competing needs across the city. Others urged directing an initial portion of proceeds to urgent transportation needs — for example, shortfalls for guard crossing programs and street-safety infrastructure — while routing the remainder to the general fund.

Speakers warned that splitting dollars into many narrowly restricted accounts can make it difficult to fund projects that have high upfront costs, such as traffic-signal or curb improvements. One council member presented a scenario in which camera-enforcement fees could generate up to $5 million in the first year, and suggested allocating an initial portion (for example, 30%) to urgent transportation gaps and the balance to the general fund for broader budgeting decisions.

Council members asked staff and the Chief Administrative Officer to weigh the trade-offs of restricted funds versus flexible general-fund use and to include comparisons in any future report. The Department of Transportation was not present to answer technical questions during the discussion; council members asked that transportation staff join future briefings.

No ordinance or dedicated fund was adopted during the conversation; members instead discussed possible modifications to an upcoming item and directed staff to return with more information.
