Council committee approves DWP amendment to continue smart‑meter integration work with Itron

The Energy and Environment Committee on Jan. 21 approved an amendment to an agreement between the Los Angeles Department of Water and Power and Itron Inc. to continue work on a communications network and smart‑meter integration.
Councilmember Imelda Padilla asked staff for a status update on the 2019 agreement. Claudia Zama, of the Los Angeles Department of Water and Power, said the utility has deployed “about 42,100 smart meters” for testing and that “we're about 86% complete for the communications network.” Zama said the back‑end system that aggregates meter data — the advanced meters head end — is complete and that the amendment extends time for further integration with a billing system upgrade.
The item stems from a larger contract with a total authorization of $95,000,000; Zama said roughly $25,000,000 remains under the current authorization to continue integration work and limited meter installation. She said a separate contract will be issued for full advanced metering infrastructure (AMI) mass deployment and that the current work should be viewed as a pilot and integration phase to support a long‑term AMI program.
Zama described key customer benefits the smart meters are expected to deliver: automated outage notifications, improved outage mapping and restoration tracking, and richer data for analytics and customer portals. She said the program will allow the utility to detect outages without waiting for customer calls and to integrate meter data into outage‑management and billing systems.
Councilmembers asked about jurisdictional and regulatory coordination. Zama said the installations covered by this contract are within LADWP's service territory and that other aspects of grid modernization that touch gas or broader regional systems could involve federal or state agencies, but the amendment before the committee covers LADWP's internal deployments and back‑end integration.
The committee approved the amendment on a recorded roll call. Councilmember Adrienne Nazarian and three other members voted yes; Councilmember Yaroslavsky was recorded as absent.
