Commerce approves interlocal agreement with Hunt County to grade, gravel Rosemont Drive

The Commerce City Council voted to authorize an interlocal agreement with Hunt County Precinct 4 to provide maintenance and improvements on certain unpaved streets inside the city limits for projects under $50,000.
City Manager Mister Lisenby said the city lacks the specialized equipment to maintain its few dirt and gravel streets and that it would be more economical for taxpayers to partner with the county than to purchase equipment that would remain unused. He identified a first project under the agreement: a section of Rosemont Drive near the cemetery that transitions from a semi-paved surface to an unimproved dirt road. With recent construction bringing additional homes, the city will contract with the county to grade and add an all-weather gravel surface; the county will be reimbursed about $9,000.
Council members asked where funding would come from; staff said the expense would come from the Street Maintenance fund. Lisenby said the city expects future development to fund eventual pavement of the street and that the gravel surfacing is an interim all-weather measure. The council approved the agreement by voice vote.
The interlocal sets a $50,000 per-project limit for county work under the agreement and authorizes reimbursement to the county for agreed work inside city limits.
