Board reviews school projects in CIP: Duke Elementary staffing, Spring Ridge and relocatable classrooms

Captain Walter Francis Duke Elementary School: County and school staff reviewed the staffing plan tied to the new Duke Elementary School. School system staff said the new building will require roughly 17 one-time facility positions (principal, assistant principal, secretary, building service worker, nurse and similar roles) associated with opening a new building; instructional staff for the new school will largely be reassigned from other schools as part of redistricting. The school system plans midyear hires in FY2015 for the principal, a secretary and a building-service manager to support opening activities; full staffing for the school will be phased in with student enrollment and redistricting ahead of the August 2015 opening.
Spring Ridge Middle School: Staff summarized the scope of the roofing replacement project and explained a change in the project cost driven by state participation percentages and updated square-foot cost assumptions. Bids were expected shortly after the work session, and staff said they anticipated moving forward with construction this summer if bids align with estimates.
Relocatables and Fairlead Academy: The board discussed relocatable classrooms and the school system’s plan to use state-provided units where possible. The school system noted that timeline and availability of relocatables affect placement at Spring Ridge and other campuses and that the system must balance relocatable availability with ongoing projects.
Why it matters: School capital projects affect classroom capacity, staffing needs and operating budgets. Commissioners asked for clear redistricting and staffing details to align capital and operating budgets for FY2016.
