County staff presented two personnel items for nonunion employees: a 20‑day paid leave for birth or adoption that appears in some union contracts, and a policy that allows nonunion employees to borrow up to 24 hours of their first 40 hours of vacation before they reach their one‑year anniversary.
County staff explained the maternity benefit included in some collective bargaining agreements provides "20 paid days of absence for the birth or adoption of a child by that employee." Staff said eligibility for that paid time would follow contract practice and that new employees must complete a six‑month probationary period to be eligible for the maternity pay under the contracts discussed. The board was told that if an employee remains out longer than the paid 20 days, the remaining time would be charged to their benefit time or the employee could apply for IMRF disability if eligible.
The staff member also explained the existing payroll practice for the 24‑hour vacation advance: the county can record a pre‑use of up to 24 hours as a negative balance in payroll and when the employee receives the first 40‑hour allotment at the one‑year anniversary the negative balance is reconciled. Staff said this practice does not “preload” vacation hours and that the department head must request the advance for a nonunion employee.
Questions from board members about clawbacks if an employee leaves before their anniversary were not resolved at the meeting; staff said they would review contract language and return with specifics. A motion to extend maternity‑leave pay language to eligible nonunion employees carried by roll call vote. A separate motion to allow the 24‑hour vacation advance for nonunion staff also passed by roll call.
