Mesilla Valley MPO schedules April public engagement and targets June approval for Metropolitan Transportation Plan update

Don McGliff, representing MPO staff, briefed the Bicycle and Pedestrian Facilities Advisory Committee on the agency’s update to the Metropolitan Transportation Plan (MTP). The MPO is preparing an update to the region’s long-range transportation plan and told the committee it will hold a targeted public engagement round in April, seek BPAC recommendation in May, and present the plan to the policy board in June for adoption.
McGliff said most elements of the previous plan (Mobility 2045) will be retained and the update is largely an incremental one reflecting changes since 2020. Staff reported they are conducting stakeholder meetings to gather jurisdictional input; so far responses were received from Doña Ana County and the Elephant Butte Irrigation District. McGliff said public comments from the first round will be included in an appendix as part of the public record.
The MPO plans at least three public meetings in April — one in the northern county, one in the southern county and one in the City of Las Cruces — and will again offer an online portal for comments. Andrew Ray noted the MPO previously received “a substantial volume of comments” through the online portal and intends to replicate that option for the April engagement.
McGliff displayed draft maps (mobility map and others) and said mapping will be refined as jurisdictions provide input. He asked committee members to review the maps as they are circulated and said staff will return to the committee for recommendation in May ahead of TAC review and policy board adoption in June.
Questions from the committee covered venues for in-person meetings (the MPO said it would choose spaces that permit presentation) and whether a farmers’ market approach would be used (staff said a formal presentation venue is preferable for this round). McGliff also noted the timeline is tight and that the MPO is carrying forward prior goals for the plan.
