Council accepts AB 1600 development-fee report; staff to prepare five-year report with added details

The City Council unanimously approved a resolution accepting the city’s annual AB 1600 development impact-fee report, a statutory disclosure of fees collected and how the city intends to use them.
Staff said the new report includes more detail to meet state requirements. “One of the biggest differences is the prior report was rather short … the state is requesting quite a bit more detail,” staff said, citing California Government Code sections 66000 through 66008. The report lists the city’s developer impact fees across funds, identifies fund balances and ties fees to the city’s capital improvement program.
Staff told the council that in slower-growth communities, funds can accumulate in accounts while the city waits to assemble the money necessary for capital projects; the five-year report will include additional items the state requires. The presenter said staff is working to locate and post past five-year reports, then will prepare the next full five-year submission.
A council member moved to approve a resolution accepting the annual AB 1600 report; the motion was seconded and approved unanimously by members present. The resolution was described as memorializing the discussion and maintaining the report for public record.
