The Brandon City Council approved on first reading Ordinance 723, which would allow on-sale alcoholic beverage establishments in light industrial (LI) and heavy industrial (HI) districts when approved through a conditional-use permit process.
Planning staff explained the change would remove language that required such retail/service uses to be accessory to a principal wholesale or manufacturing use in LI. The amendment would instead allow retail trade or service generally, with the alcohol component subject to conditional-use review. Staff said the HI code already permitted broad retail/service uses; the amendment seeks parity between LI and HI in this regard.
The ordinance was recommended “due pass” by the Planning and Zoning Commission. Council approved the ordinance on first reading and clarified that actual alcohol sales would require a separate conditional-use application and permitting process before any facility could sell alcohol on site.
This action is a first reading; the conditional-use permitting process and any site-specific conditions would be addressed in future applications and hearings.
