Emmaus council authorizes police hiring process refresh and accepts donated vehicle

Emmaus Borough Council on Jan. 20 authorized the civil service commission to begin a new police hiring process to refresh the borough's civil service eligibility list and accepted a vehicle donation intended for police use.
Council member Watt moved to authorize the civil service process; Council member Anders seconded the motion. Borough officials said state civil service rules require the borough to maintain an active eligibility list; the previous list was exhausted after the most recent hire resigned shortly after appointment. Council approved starting the process (vote recorded as in favor).
Separately, council approved acceptance of a vehicle donated by Motors Plus that the police department plans to use for departmental needs. The acceptance requires council approval because it is a department gift; Council member Dufresne moved to accept the donation, and the motion passed.
Council members and staff emphasized that authorizing the hiring process is a procedural step to reestablish an eligibility list; it does not itself constitute hiring a specific candidate. The refreshed civil service list will be valid for one year once established.
