Council approves Control Freak contract for wastewater SCADA upgrade; contract and parts come in under budget

The City Council voted to approve Resolution 25731 on Jan. 21, awarding systems-integrator services to Control Freak for planned upgrades to the wastewater treatment plant’s headworks, PLC and SCADA systems.
Staff said the integrator proposal appears on page 15 of the meeting packet and that Control Freak’s quoted integrator fee is $48,440. Staff also reported that parts acquisitions for the project totaled about $100,000; taken together staff said the procurement and integrator work came in under the capital budget for the project.
Council initially paused a motion when the contract package circulated without the cost exhibit; the motion was withdrawn and then reintroduced with the missing attachment. After the exhibit was inserted, a motion to approve Resolution 25731 with the attachment passed unanimously.
Council members and staff discussed the advantage of integrating SCADA across both water and wastewater operations; staff said the retired water integrator and recent technical assistance from Control Freak created an opportunity to standardize systems and add redundancy.
Action: Resolution 25731 was approved with the integrator attachment included. Staff said the project remains under the 2024 capital budgeted amount and that parts and integrator costs will be tracked and reported as work proceeds.
