Council approves Downtown San Angelo banner campaign after staff answers on wind and content

The City Council voted 7-0 to approve a downtown banner program proposed by Downtown San Angelo. Monica Ramos, executive director of Downtown San Angelo, presented the project, saying the 40 vinyl banners aim to “celebrate downtown” and highlight attractions, cultural activities and businesses.
Ramos said the banners are vinyl, measure 24 by 52 inches, and will be installed by FASTSIGNS; Downtown San Angelo will maintain them. Staff said the hardware will match new streetscape lighting and that banners will complement recent streetscape work. Ramos said the design intentionally highlights present‑day destinations to promote tourism and walkability; she also said the organization would explore a phase two to extend banners north on Chadbourne after additional streetscape and lighting work.
Several councilmembers raised concerns about wind loading and durability. Mayor Bridal Gunther and former banner program volunteers said earlier banners were frequently damaged by wind; staff and proponents agreed to consult FASTSIGNS about adding wind slits and reinforcing stitching. One councilmember also asked for more historical content; staff said the city has other historic imagery posted on downtown electrical boxes and that a second banner phase could incorporate before/after historic photographs.
Councilmember Tom (last name not specified) and other councilmembers praised the designs and encouraged technical adjustments to improve longevity. The council approved the banner program and the related installation plan by unanimous vote.
