City awards 2025 annual seal‑coat contract; partners with Tom Green County for savings

The city awarded the 2025 annual seal‑coat project to Clark Construction of Texas Inc. and approved an interlocal agreement with Tom Green County to share costs, the council decided Tuesday.

City staff reported the partnership with the county produced economies of scale and a favorable low bid from Clark Construction. Staff verified Clark Construction’s materials, sources and references and said Clark previously has worked for TxDOT and other municipalities. The council also approved a budget amendment so the city can receive reimbursement from the county for the county’s portion of the work.

Staff explained the county’s portion will be about $2,100,000 and the city’s portion about $4,400,000; those are approximate figures stated in the meeting. Councilmember Tommy asked about the disparity between Clark’s bid and the other bidders; staff said they had obtained material manifests and references and had no reason to question Clark’s ability to complete the work at the bid price.

The council approved the award and the related budget amendment in a vote recorded as unanimous (7-0).
