Summary

LCS 1 converts an IPS 1 position to an eligibility clerk to support children and family services work and converts a full‑time radio operations staffer to part time in the UCC. LCS 4 confirmed the appointment of James Arndy Allard to the Director/Deputy Commissioner role for Consumer Affairs and Weights and Measures; members approved the appointment. LCS 2 authorized a contract with GovernmentJobs.com, doing business as NeoGov, for onboarding and training software. Director of Human Resources Joe McQueen said the first-year software and installation cost is $62,000 and the five-year agreement totals $371,000; he said the package will integrate with the county’s civil service system (Egov) and will allow electronic onboarding, training tracking and automated notifications. LCS 3 approved budgetary amendments requested by the County Attorney’s Office to address turnover and market pressures for child-protective-services attorneys.
Ways and Means: In addition to the capital amendment and property-purchase items reported separately above, Ways and Means reported two tax-roll corrections for the Town of Waynesburg (refunds of about $3,000 each) and a chargeback of $16,441.60 in uncollectible school taxes to specified school districts. The committee also authorized a routine process allowing corrections and refunds under specified thresholds to be processed administratively in 2025.
